EG: if you want to build a 22 floor building in city A, but the bylaw allows for only 20 storey buildings in city A,
and city B has a 35 storey bylaw limit,
a trade agreement between provinces, in attempts to remove restrictions, allows you to sue city A because city B has a different height restriction.

Up here it's called TILMA.
